Low: pacemakerd: don't try to repeat shutdown when disconnecting CFG

The shutdown has already been done at this point, and trying to do it
again will just recreate the main loop trigger and try to execute it
when the main loop is already gone.

This doesn't appear to cause any issues, but avoid the mess anyway.
