Fix: fencing: ensure "required"/"automatic" only apply to "on" actions

"required" is a deprecated synonym for "automatic" in fence agent metadata.
Previously, the two were treated slightly differently: "automatic" applied
only to "on" actions, but "required" would apply to any. Now, they are
treated identically and only apply to "on".
