API: libpe_rules: deprecate pe_expand_re_matches()

Move its functionality to a new pcmk__replace_submatches() in libcrmcommon, and
use that internally. No code changes other than the new function taking the
match data as individual arguments rather than pe_re_match_data_t (and minor
related reformatting).
