Refactor: libcrmcommon: return richer codes when adding log file

crm_add_logfile() returns only TRUE/FALSE. Deprecate it and make it a
wrapper for a new internal function pcmk__add_logfile() that returns a
standard Pacemaker return code.

Nothing takes advantage of the richer codes yet.
