Doc: libstonithd: correct register_callback() API description

The description previously said the function returns 0 on success,
but it actually returns TRUE i.e. 1.

The function *should* return 0 on success and call_id when it's negative (which
currently returns FALSE i.e. 0), but changing that would break backward
compatibility.
