Feature: libcrmcommon: Use options in text formatter.

Instead of the FANCY_TEXT_OUTPUT define, use a command line option that
can be provided by the user. Moving the pcmk__register_formats call
earlier in stonith_admin ensures this option exists in time to be shown
in the help output.
