API: libcrmcommon: deprecate pe_action_implied_by_stonith

It has been unused for many years. Technically this could be considered
backward-incompatible if anyone was running the scheduler and then checking
actions for the flag, but it was originally intended for internal use and is
not expected to be used by any external code.
