Test: cts-lab: ignore fencer connection loss if pacemaker-based is shot

Fence device monitor failures were already ignored if pacemaker-fenced was
shot, but pacemaker-fenced will immediately exit if pacemaker-based is shot, so
the pattern is needed in that case, too.

Also, make the pattern more specific now that we have exit reasons for internal
failures.
