Feature: xml: Add a schema for new crm_mon output.

Note that this means there is now two crm_mon.rng files. The one in
xml/ is for the old output format (given by the --as-xml argument), and
the one in xml/api/ is for the new output format (given by the
--output-as=xml argument).
