Build: configure: sanitize implicit variables before custom arguments

Otherwise our custom arguments could use incorrect values (such as
/usr/etc/corosync/corosync.conf for PCMK__COROSYNC_CONF if an older corosync
library that doesn't define corosysconfdir is installed).
