Feature: fencing: update comments/variables/messages for ability to target by attribute

To prepare for being able to target fencing topologies by the presence of
a node attribute rather than the node name, references to "node" have been
generalized to "target" in variable names, comments and log messages.

There is no change in behavior other than the log message content.
