API: libcrmservice: deprecate NAGIOS_NOT_INSTALLED

This was a custom Pacemaker extension, not a nagios convention, used as an
intermediate result between the services libary and the executor, which would
map it to the corresponding OCF code.

However, the execution status is a better way of doing that.
