Log: scheduler: downgrade inverse ordering failure to warning

The cluster continues operation with the forward ordering which was all that
was actually configured by the user, so it's not an error in the same sense as
an invalid configuration. In practice, it should never happen, so the change is
mostly for logical consistency.
