Low: libpe_status: show node status components in separate HTML spans

Instead of one CSS class for the entire node status, use a separate span and
CSS class for cluster membership (online/offline), standby status, and
maintenance status.

This gives a better display for combinations, for example, both standby and
maintenance mode enabled.
