Test: scheduler: add regression tests for clone with requires=quorum
Two tests:
- When a clone with requires=quorum is presumed inactive on a newly failed node, ensure it is not ordered after fencing.
- When a clone with requires=quorum has been recovered elsewhere even though there is a presumed-inactive instance on a failed node, ensure that no clean instances are stopped or prevented from starting.
