Feature: libstonithd,libpe_status: drop support for pcmk_arg_map

The now-unsupported fence device instance attribute has been removed from
some regression tests, but not those that would result in a summary change due
to the device needing a restart because of the configuration change. As used
in those regression tests, it was already ignored anyway.
