Feature: tools: drop crmadmin -i and -d options
These have been no-ops since the relevant functionality was removed in 1.1.8.
This also breaks backward API compatibility by removing the CRM_OP_DEBUG_UP and
CRM_OP_DEBUG_DOWN symbols.
