Test: cts: Add some additional regression tests for crm_resource.

The primary motivation here is to test unusual combinations of command
line arguments to make sure error handling is correct. We do not
currently have many tests for when the user does something incorrect.

In particular, the "crm_resource foo bar" test would have caught the
recent segfault in error reporting.
