Log: scheduler: downgrade message about instance where it shouldn't be

Drop the message below the provisional check, so we only log it once,
and downgrade it to notice, because it's not an error.

For example, it's possible the configuration was just changed to ban or disable
the resource, and we're in the process of responding to that.
