Low: tools: make crm_resource --lifetime specify rule with local time zone

When crm_resource --ban or --move creates a temporary constraint with
--lifetime, it previously would specify the constraint end time in UTC.
Now, it explicitly specifies the local time zone, which should be easier
for users to follow.
