API: libcrmcommon: add enum pcmk_exec_status

This duplicates enum op_status in libcrmservice with an identical enum
pcmk_exec_status in libcrmcommon, so that it can be used more widely.
(In fact, enum op_status is already used in lib/common and lib/pengine, which
is less than ideal since those do not require libcrmservice.)
