Refactor: libpacemaker: clarify pointer arguments for fencing APIs

Mark as [in,out] or const where appropriate. This is not comprehensive but
focuses on functions with doxygen blocks.

Public APIs are included since they aren't actually public yet (due to
BUILD_PUBLIC_LIBPACEMAKER).
