Low: libpe_status,tools: remove vestiges of crmd=true/false

"crmd" in node_state can only be "online" or "offline" since at least version
1.1.8. Support for earlier values of "true" and "false" was only partial,
and wouldn't have worked (in a rolling upgrade) anyway.
