Build: agents: use Pacemaker version as all agents' version

The ocf:pacemaker agents are tied to the Pacemaker version, so we might as well
use a consistent version that makes it easy to see which Pacemaker version the
agent came from. It also avoids having to remember to bump the version when
making changes.
