Doc: Pacemaker Explained: Clarify resource maintenance mode

Clarify the interactions among unmanaged mode, cluster maintenance mode,
node maintenance mode, and resource maintenance mode as requested in
CLBZ#5382. Since the filing of that CLBZ, resource maintenance has
already been documented, but it is helpful to be more explicit about the
precedence and such.
