CRM: Re-impliment asynchronous failures without need of trickery from the lrmd
By having the crmd perform the fake action we ensure that

• the crmd is "notified"
• a full refresh of the lrm status is not required
• the failed op appears in the resource's history long enough to be acted on
• the failed op disappears from the resource's history once cancelled
