Fix: crmd: update cluster state in CIB after fencing an unseen node

8b98a9b2 introduced a regression such that if a node that has never been seen
is fenced and remains unseen after the fence, it will incorrectly remain
unclean, because the cluster state will never be updated in the CIB.
