Low: crmd: only get meta-data for OCF and stonith agents

Meta-data is only needed for agent reloads and versioned parameters,
and other resource classes don't support those.

This also includes a refactor to make it clearer that, as of this point,
we aren't getting meta-data for remote nodes, and where we need to
switch to asynchronous meta-data calls.
