API: libcrmcommon: add PCMK_ACTION_REBOOT string constant

... and use it everywhere instead of (where referring to a fencing action name)
the string literal "reboot".

Note: Since the "poweroff" fence action is deprecated, I am not bothering to
add a constant for it.
