Refactor: cts: Remove ValgrindTest and StandbyLoopTest.

These have been disabled since d4dddae6dcfbb7b3350012cb0809cf05b2a039ea
in 2018 and we haven't found a need to bring them back to life. They
can live on in git's memory in case we need them for some reason.
