Refactor: pengine: add list of downed nodes to action XML

If an action is expected to bring any nodes down, the PE now lists
the nodes' UUIDs in the action XML. This will allow the crmd to more
intelligently determine whether an outage was expected (particularly
for Pacemaker Remote nodes).
