Refactor: libcrmcluster: move cluster-specific definition to cluster header

crm_internal.h defined cs_ipc_header_request_t, which was no longer used
anywhere and is now removed, and cs_ipc_header_response_t, which is only used
in libcrmcluster and is now moved to crm/cluster/internal.h.
