Low: maint: limit library searches to lib in bumplibs.sh

Now that RPMs are built by default beneath the source tree, we can get false
hits in rpm/BUILD. We used to have a library in the scheduler daemon's source
directory, but now all libraries are under lib, so we can limit the search.
