Refactor: CTS: Add the feature set regression tests back to cts-cli.

This also requires adding a bunch of code for managing shadow CIB files.
I'm currently using a TestGroup for this, because that's how most of the
old tests seem to be organized, but there are likely going to be
additional changes here in the future.
