Doc: Pacemaker Administration: new document for cluster administrators

At roughly 10,000 lines and with 8 appendices, Pacemaker Explained was getting
unwieldy in size. This new document (with only boilerplate text in this commit)
will take over the portions related to cluster administration as opposed to
configuration.
