Doc: Pacemaker Administration: document crm_simulate

This combines the "Testing Your Configuration Changes" section of the
"Configuring Pacemaker" chapter with the ClusterLabs wiki page for "Using
crm_simulate" (which will eventually be updated to just link to this document),
and moves it to the new tools chapter.
