Test: cts-scheduler: add test for group stickiness outweighing anti-colocation

In this scenario, two groups are on the same node, have an optional
anti-colocation between them, and have stickiness higher than the
anti-colocation score.

The groups *should* stay where they are, but as of the current code, one moves.
