API: libstonithd: deprecate stonith_t:call_timeout
It was used only with heartbeat support in Pacemaker 1 (via the
HAVE_MSGFROMIPC_TIMEOUT test for a heartbeat library function), and has been
unused since Pacemaker 2.0.0.
