API: libcrmcommon: add CRM_EX_NONE

... to parallel PCMK_OCF_UNKNOWN, so we can eventually use only the CRM_EX_*
codes. (Note that "CRM_EX_UNKNOWN" is what crm_exit_name() returns for unknown
exit codes, and so is not a good choice.)
