Refactor: tools,libpacemaker: Move create_dotfile into libpacemaker.

...and rename it pcmk__write_sim_dotfile. This is a big chunk of what
running crm_simulate does, so it should be somewhere it can be called by
other tools. create_action_name can get moved too since it's only used
by that function.
