Low: extra: formally deprecate the ocf:pacemaker:pingd agent

It has a fatal bug in its start and monitor actions since it was converted to a
wrapper for ocf:pacemaker:ping in 239642d9 (1.1.3), so obviously no one's been
using it. Still, we'll deprecate it and wait till 2.1 to remove it.
