API: libcrmcommon: deprecate CRM_OP_LRM_QUERY

This has been unused since at least Pacemaker 1.0.0, and since we don't support
rolling upgrades from anything that old, and Pacemaker Remote didn't exist
then, we can just drop support for it entirely.
