Feature: libcrmcommon: Add a new version message.

This is useful for handling the --version argument in command line
tools. Eventually, it can completely replace crm_help but all tools
will need to be converted first.

PCMK__API_VERSION is increased to 2.0 to catch both this change and the
error message change.
