API: libstonithd: deprecate stonith_event_t:type

I'm not sure what the original intent was, but it has always been unused.

stonith_event_t:operation has the notification subtype, so possibly operation
was originally intended for F_TYPE (always T_STONITH_NOTIFY) and type for the
subtype, but for compatibility it's better to just deprecate type.
