Revert almost all of 2652ac551e33fb24aefafd9ac7a09561fffbb3dc.

The quotes around the last failure time, but all the resource-header
output mesage stuff is gone. That message just made things more
complicated - we still needed versions for non-text formats or else
information just wouldn't be printed to the screen, but providing that
results in duplicated code.
