Build: libcrmcommon: require GnuTLS 2.7.1 or later

This allows us to assume the availability of gnutls_priority_set_direct().

Also, get rid of the configure test for libgnutls-config, which is long
deprecated. The test was always ineffective anyway because it defined variables
that were never used.
