Feature: Fencing: Simplify watchdog integration

We should never ask the user to configure what we can inferr.

Advertise the watchdog if stonith-watchdog-timeout is configured.
Require SBD if stonith-watchdog-timeout is configured.

You can still enable SBD without allowing auto-recovery with
stonith-watchdog-timeout
