Refactor: python: Remove the PacketLoss scenario.

I don't think this has ever worked, or at least hasn't worked recently.
The ReduceCommCmd has been empty since 2014. There doesn't seem to be
any interest in making it work, so we might as well remove it (and
RestoreCommCmd) and then remove the options from environment.py.
