Refactor: libpe_status: Drop pe__is_newer_op() same_node argument

We no longer need it for backward compatibility with < 1.1.13.

This does NOT affect scheduler regression test inputs. on_node was added
to all of those lrm_rsc_op entries by a recent commit.
