Build: maint: improve NEXT_RELEASE detection

If LAST_RELEASE contains an rc suffix, set NEXT_RELEASE to LAST_RELEASE without
it. (Currently, the LAST_RELEASE default will never contain an rc suffix, so
this matters only when someone specifies LAST_RELEASE explicitly.)
